Third-party Tests of E-cat Positive ?

   As reported on the LENR - Cold Fusion site, Andrea Rossi claimed that the 3-rd party e-cat tests completed on March 23, 2013, prove the  'effect' is real and beyond any reasonable doubt.
  He says the published report will be available around mid-April.  Whenever it's actually delivered, it should enhance prospects for early certification, manufacture and distribution.
